Peer review
1. All scientific articles received by the editors of the journal "Bulletin of Osh State Pedagogical University
named after A. Myrsabekov" undergo mandatory double anonymous ("blind") peer review. The tasks of the
reviewers include evaluating the novelty and scientific significance of the work, the reliability of the
research results, the content of the article and the nature of the presentation, the compliance of the title of
the manuscript and the abstract with its content, identifying published works related to the research topic
that were not, but, in the opinion of the reviewer, should have been mentioned in the article.
2. Articles submitted to the editorial board must correspond to the subject of the journal.
3. The primary examination is carried out by the editors of the editorial department of the journal "Bulletin
of Osh State Pedagogical University named after A. Myrsabekov." During the primary examination, the
compliance of the scientific article with the profile of the journal, the rules of registration and the
requirements established by the editors of the journal, which can be found on the Osh State Pedagogical
University website (www.oshgpu.kg), is considered.
4. If the manuscript of a scientific article complies with the profile of the journal, established rules and
requirements, it is accepted by the editors and sent for review, in case of discrepancy, the article is rejected
without further review.
5. All articles submitted to the editors of the journal go through peer review.
6. Reviewers are selected from among the members of the editorial board or leading experts in the profile
of this work.
7. The deadline for writing a review is set by agreement with the reviewer in accordance with the review
agreement, but should not exceed two weeks.
8. Reviewers are notified that the manuscripts of the articles are the intellectual property of the authors and
are classified as confidential information. The review is confidential.
9. All participants in the process of preparing a manuscript for publication are required to inform the editors
about the presence of potential reasons for a conflict of interest. The authors may indicate in the cover
letter the names of those specialists to whom, in their opinion, the manuscript should not be sent for
review due to a possible, usually professional, conflict of interest. This information is strictly confidential
and is taken into account by the editors when organizing the review. Reviewers are required to inform the
editors about the possibility of a conflict of interest during the review and the reasons that may affect their
opinion about the manuscript. They have the right to refuse to review a particular article if they consider it
reasonable. The editor does not appoint external reviewers if there is a clear possibility of a conflict of
interest.
10. The review should reveal the relevance of the material presented, the degree of scientific novelty of the
research, determine the compliance of the text proposed for publication with the general profile of the
publication and the artistic level of presentation (style, literacy of presentation, language culture, etc.).
11. At the end of the review, one of the following recommendations must be indicated: the possibility of
publication in the journal (as presented or after appropriate revision according to the reviewer's comments)
or the inappropriateness of publication.
12. With a positive review, the article is submitted to the meeting of the main editorial board to decide on
the issue of publication.
13. If the reviewer has comments on the work that require the participation of the author for elimination, it
is sent by the authors for correction.
14. The corrected article is sent for scientific editing. At the same time, the scientific editor gives an opinion
on the possibility of its publication.
15. In case of a negative review, the author is sent a reasoned refusal to publish the work, certified by the
editor-in-chief or his deputy.
16. The period of storage of reviews in the editorial and publishing house is 5 years.
17. The content of each issue of the journal is approved at a meeting of the main editorial office of the
journal “Bulletin of the Osh State Pedagogical University named after A. Myrsabekov”, where, taking into
account the opinion of the reviewers, the issue of accepting each article for publication is decided.
18. After the adoption of the main editorial board of the decision on the admission of the article for
publication, the author is informed about it.
19. The review is provided at the relevant written request of the author of the article or the expert council
of the NAC under the Ministry of Education and Science of the Kyrgyz Republic. The review is provided
without a signature and indication of the last name, first name, patronymic, position and place of work of
the reviewer.
